    Chuck Wall
    President and Chief Executive Officer

    Mr. Wall is a retired Sergeant from the San Jose Police Department. During his thirty year career, he acquired a broad range of training and experience in the areas of crisis management, leadership, executive protection, undercover operations and criminal investigation. Mr. Wall spent seventeen years in the Special Operations Unit during which time he provided executive protection to all United States presidents visiting the San Jose area from 1976 through 2002. United States Secret Service training provided the foundation of his executive protection skills, which he used in protective operations for a variety of local, national and international officials and dignitaries. While assigned to Special Weapons & Tactics Unit, Mr. Wall participated in more than 275 hostage/barricade incidents. Mr. Wall also spent five years assigned to the Bureau of Investigations. During this time he received four Outstanding Duty Awards, the police department’s highest award of recognition. He is the only officer in the history of the San Jose Police Department to receive four of these awards.

    Mr. Wall has testified in state and federal courts as an expert witness in hundreds of criminal and civil cases. His investigations have resulted in changes to California case law and he is recognized by the Department of Justice and the Federal Bureau of Investigation as an expert working undercover in organized crime and other clandestine investigations. Mr. Wall participated in the first meeting held in Washington, D.C. to define private industry’s role in the Department of Homeland Security and was among the first group of volunteers trained by the U.S. government in Risk Assessment Methodology. Since entering the private sector Mr. Wall has provided consulting advice, management services, expert protective and investigative support and training to multi-national corporations throughout the world. Frequently called upon to analyze existing executive protection operations, Mr. Wall has been responsible for restructuring major corporate security programs. He has implemented new security procedures in companies such as Coca Cola Enterprises, Symyx Corp., Creative Labs Corp., Invisalign, Quantum Corp., Cisco Systems, Intel Corp., Cypress Semi-conductors and Hewlett Packard.

    Mr. Wall is a Vietnam War veteran, serving from 1967 – 1971 in the U.S. Air Force, assigned to the 391st Fighter Squadron.

    Brian Wall
    Vice President of Operations

    Mr. Wall has more than 14 years experience in the security industry. During the past 12 years at CSC, Mr. Wall has managed various departments including Pre-employment Backgrounds, Investigations, Security, Sales, and has also established the Alarm and CCTV/Camera division. Mr. Wall has acquired a broad range of security and field training in AOE/COE Investigations, Corporate/Private surveillances, Undercover Operations, Vulnerability Assessments and Firearm Tactics. He is well versed in the Critical Infrastructure Protection (CIP) process, and has also has received numerous certifications from the Department of Homeland Security, including completion of the Protective Measures course training and certification in Enhanced Threat & Risk Assessment.

    Mr. Wall is a police officer with a local agency and holds a Bachelors of Science degree in Criminal Justice with an emphasis in Law Enforcement from the California State University of Hayward.

    Mike Mattocks 
    Director of Security & Investigations

    Mike is a retired Sergeant from the San Jose Police Department (SJPD). During his 30 year career, he has gained valuable experience and expertise. He was assigned to the SJPD Special Operations Department for 11 years and 6 years in the SJPD Bureau of Investigations. He was also a member of the Rapid Enforcement Allied Computer Team.

    High Tech Crimes Task Force (REACT) at the San Jose/FBI Office. REACT is a multi-agency task force comprised of local, state, and federal agencies which focus on large-scale technology crimes; including, but not limited to, network intrusions, computer forensics, identity and trade secret theft, trademark violations, fraud organized crime, and piracy.

    Mike’s experience includes:

    • Supervised 17, Federal, State, and Local Law Enforcement officers in the investigation of High Technology Crimes occurring in the San Francisco Bay Region including: 
      • Piracy of software, movies, and music
      • Trade secret theft
      • Cargo theft
      • Online/E-Commerce fraud
      • Computer intrusion and Identity theft
    • Provided training to task force officers, industry representatives and the public regarding the investigation of High Technology crimes.
    • Developed plans and strategies to minimize fraud for Silicon Valley Corporations.
    • Deputized as a Special Deputy U.S. Marshal

    Randy Archer
    Director of Background Investigations

    Mr. Archer has been extensively involved with background screenings for the past 16 years. For the past 13 years Mr. Archer has been managing Background Investigations for the World Wide Backgrounds Division of CSC, and for the three prior years he oversaw the Background and Pre-Employment screening operations at Manpower, Inc. located in San Jose, CA.

    Mr. Archer is a licensed private investigator with the state of California and has also served as a police officer and police sergeant in Kansas. While serving in the law enforcement community, Mr. Archer was certified as an accident re-constructionist, CPR/First Aid Instructor and computer crimes investigator.

    Mr. Archer graduated Summa Cum Laude from DeVry University’s College of Business & Management with a Bachelor of Science degree in Technical Management.

    Mr. Archer also served twelve years’ active duty in the U.S. Army, including service as an M1A1 Abrams tank commander, tank platoon sergeant, PAC Supervisor and crew served weapons instructor.
